Establishes an air cargo pest inspection, quarantine, and eradication fee assessed on each air carrier delivering air cargo into Hawaii, effective July 1, 2022.

Creates the air cargo pest inspection, quarantine, and eradication fund in the state treasury to receive the new air cargo fee and other appropriations, with funds used solely by the Department of Agriculture's air cargo inspection program.

Increases the existing inspection, quarantine, and eradication service fee for freight from 75 cents to an unspecified amount per 1,000 pounds of freight (or part thereof) brought into the State.

Removes air freight from the exclusion in the existing freight inspection fee statute, bringing air cargo under the same fee structure as water freight.

Requires the state auditor to conduct a sunrise analysis on the new air cargo fee and submit findings and recommendations to the legislature no later than twenty days before the 2022 regular session.
