Makes an emergency appropriation from general revenues to the Department of Health for fiscal year 2020-2021 to implement Hawaii's COVID-19 vaccination plan.

Appropriation will fund supplies, personnel, equipment, and related costs necessary for rapid distribution and dispensing of COVID-19 vaccines statewide.

Department of Health's base budget is insufficient to accommodate full-scale deployment of the vaccination program without this emergency funding.

Bill is recommended by the governor for immediate passage under Article VII, Section 9 of the Hawaii Constitution.

Effective date: July 1, 2050.
