Amends Hawaii Revised Statutes section 171-6 to authorize the Board of Land and Natural Resources to approve rental reductions or waivers for public land leases requiring substantial demolition costs or infrastructure improvements

Allows rental reductions or waivers up to 20 years for resort, commercial, industrial, other business, or residential leases where the lessee must demolish existing improvements or provide basic infrastructure (drainage, sewer, water, electricity, and utilities)

Rental reduction or waiver amount cannot exceed the lessee's total expenditures for demolition or infrastructure provision

Effective January 1, 2050, and repeals June 30, 2026, with section 171-6 reverting to its June 30, 2021 form upon repeal
