Authorizes the Department of Land and Natural Resources (DLNR) to enter into the Interstate Wildlife Violator Compact or similar multistate agreement for enforcing hunting, fishing, trapping, and other wildlife-related regulations across jurisdictions.

Prevents wildlife violators who have lost hunting, fishing, or trapping privileges in other member states from obtaining licenses in Hawaii, and prevents Hawaii violators from avoiding penalties by engaging in these activities in other states.

Treats nonresident wildlife law violators as state residents for law enforcement purposes, reducing administrative burden on enforcement agencies and closing enforcement gaps.

Requires DLNR to adopt rules under Chapter 91 as necessary to implement the compact agreement.

Takes effect upon approval; forty-eight states have already passed similar legislation, and the compact is modeled after the successful multistate driver license compact and nonresident violator compact.
