• Authorizes the Department of Land and Natural Resources to issue long-term residential leases to qualified persons in state living parks, particularly addressing Kahana Valley State Park.

• Establishes a two-year moratorium on evictions of persons who resided in Kahana Valley State Park before 1987 or hold long-term leases and have participated in interpretive programs.

• Requires the Department of Land and Natural Resources to develop a master plan for Kahana Valley State Park, guided by existing plans from 1979 and 1985 pending adoption of a new plan.
