Appropriates $6,006,892 from general revenues to the Department of Public Safety for fiscal year 2020-2021 to cover personnel services shortfall.

Addresses funding gaps created by prior budget cuts that deleted 298.50 positions totaling $17,972,111, including 160.0 adult corrections officers ($9,613,332) and 26.50 health care professionals ($2,400,451).

Allocates funds across eight correctional institutions on Oahu and three on neighbor islands, with largest shortfalls at Oahu Community Correctional Center ($1,620,912) and Maui Community Correctional Center ($1,053,924).

Designates $1,200,226 for health care division staffing critical to COVID-19 pandemic response, including physicians, psychiatrists, nurses, and therapists needed for in-house medical services.

Takes effect upon approval and requires immediate legislative passage as recommended by the governor under Hawaii Constitution Article VII, Section 9.
