Amends Hawaii Revised Statutes Section 321-11 to explicitly include "swimming pools" within the Department of Health's authority to adopt rules for public health and safety regarding pools and related structures.

Adds a new definition of "swimming pool" to Section 321-15.1 as any publicly or privately owned artificial enclosure constructed of reinforced concrete or other department-approved impervious materials containing an artificial body of water used for swimming, diving, or recreational bathing or therapy.

Clarifies that the definition applies to artificially constructed pools with watertight structures, distinguishing them from natural water bodies.

Takes effect on July 1, 2060.
