Amends Section 201H-38, Hawaii Revised Statutes to add a zoning requirement for affordable housing developments exempted from local planning and zoning restrictions.

Requires that exempt affordable housing projects be located in medium- or high-density zoning districts.

Maintains existing requirements that housing projects meet health and safety standards, public utilities standards, and obtain county legislative body approval within 45 days.

Preserves the land use commission's authority to approve or deny boundary change petitions within 45 days, with automatic approval if no disapproval is issued by day 46.

Takes effect upon approval.
