Authorizes the director of transportation to adopt administrative rules for motor carrier vehicle safety inspections, including maximum inspection fees charged to vehicle owners and fees collected from inspection stations.

Establishes an initial inspection fee of $1.50 per motor carrier vehicle safety sticker, with future fees to be set by administrative rules adopted by the director.

Sets an initial maximum fee of $12 per safety inspection performed by motor carrier inspection stations, with future maximum fees to be established by administrative rules.

Changes terminology from "decals" to "stickers" throughout motor carrier vehicle safety inspection statutes.

Effective date: January 1, 2050.
