Prohibits initial registration of motor carrier vehicles until all outstanding federal operations out-of-service orders issued by the United States Secretary of Transportation are resolved.

Requires motor carrier vehicle registration renewal applicants to resolve all federal operations out-of-service orders as a condition of renewal, alongside existing bail payment requirements for traffic citations.

Mandates suspension or revocation of motor carrier vehicle registration certificates when federal operations out-of-service orders are issued, with reinstatement only after all such orders are resolved.

Effective date: July 1, 2050.
