Repeals Hawaii Revised Statutes section 264-19 (Transportation Improvement Special Fund) which created a fund for qualified transportation projects and developer reimbursements.

Repeals Hawaii Revised Statutes section 266-2.3 (Kewalo Basin Use Permit) which allowed vessels with Kewalo Basin permits to moor in Honolulu Harbor on a space-available basis under specified conditions.

Repeals Hawaii Revised Statutes section 266-22 (Maintenance of Fire Boat) which required the Department of Transportation to bear operational and maintenance costs of a fire boat from its special fund.

Changes members of the Honolulu Authority for Rapid Transportation board appointed by the president of the senate and speaker of the house of representatives from non-voting to voting ex-officio members.

Takes effect January 1, 2050.
