Creates a framework for University of Hawaii campuses to be designated as "university districts" by the board of regents, enabling consistent land use planning and development across the 10-campus system.

Allows university districts to include real property held by the university or in partnership with qualified persons (individuals, corporations, or public agencies with necessary competence and resources), but excludes properties not held by the university and those within conservation districts.

Requires the university president to develop a campus development plan for each designated district that includes development guidance policies and capital improvement programs, coordinated with affected public agencies and state/county plans.

Grants the board of regents authority to establish campus development rules under chapter 91 covering health, safety, building, planning, zoning, and land use, which shall supersede inconsistent county ordinances and rules upon effectiveness while remaining subordinate to state laws.

Transfers review authority for special management area requests and shoreline setback variances from county authorities to the state lead agency for university districts with adopted campus development plans, effective July 1, 2060.
