Repeals requirement that University of Hawaii campuses prepare annual operations plans for review by the president and vice president for budget and finance.

Repeals requirement that unspent moneys in the tuition and fees special fund for each campus lapse to program identification number UOH900 (system-wide support) at fiscal year end.

Retains existing provisions allowing the board of regents to authorize up to $3,000,000 annually from the fund for alumni relations and private donation generation for the UH Foundation.

Retains existing provisions allowing fund transfers to the scholarship and assistance special fund and prohibiting use of fund revenue as justification for reducing university budget requests.

Effective date: July 1, 2060.
