Requires the Hawaii Correctional System Oversight Commission to create a comprehensive plan to phase out private correctional institutions by 2025 and submit a report with proposed legislation to the legislature no later than 20 days before the 2022 regular session.

Prohibits construction of new correctional facilities or expansion of existing ones unless the Department of Public Safety first obtains input and recommendations from the Hawaii Correctional System Oversight Commission on any master plan and includes such input in any environmental impact statement.

Defines "private correctional institution" to include facilities owned by the State but operated by a non-governmental entity, or facilities operated under a public-private partnership.

Requires the Department of Public Safety to provide the Commission with information upon request, including proposed maximum inmate population, proposed programs (reentry, educational, rehabilitative services, work furloughs, parole services), and other relevant information.

Expands the Commission's duties to consult with the Department on planning of new or expanded correctional facilities and provide input and recommendations for inclusion in environmental impact statements.
