H.B. 1082 Summary

• Establishes a moratorium on construction of any new correctional facilities in Hawaii from July 1, 2021, to June 30, 2022, including the planned replacement facility for the Oahu community correctional center.

• Requires the Department of Public Safety to obtain input and recommendations from the Hawaii Correctional System Oversight Commission before constructing any new correctional facility or expanding any existing facility.

• Mandates that the Commission's input and recommendations be included in any environmental impact statement for new or expanded correctional facility projects.

• Expands the Oversight Commission's duties to include reviewing and providing input on master plans for proposed new or expanded correctional facilities.
