Establishes a Department of Transportation program to facilitate voluntary purchase of verified carbon offsets for air travelers using Hawaii airports, in consultation with the Office of Planning.

Requires the department to establish a process for receiving requests from air travelers, connect requestors with carbon offset providers, and staff kiosks at each state airport during flight times.

Mandates the department maintain a website with interactive capability for online carbon offset purchases and encourage airlines to link to the department's carbon offset webpage.

Defines "qualified air travel" as air travel between any Hawaii airport and any other U.S. airport, and "verified" as carbon reductions determined to be real, permanent, and unlikely to occur without the offset program through independent third-party validation.

Takes effect July 1, 2050.
