Renames the "certificate of good standing" issued by the Department of Commerce and Consumer Affairs to "certificate of registration" to reduce public confusion about the scope of compliance it represents.

Requires the certificate of registration to include the statement "This certificate is not an indication of compliance with tax laws, labor laws, or any other laws" and prohibit language implying compliance with statutes outside the department's jurisdiction.

Invalidates all certificates of good standing issued after June 30, 2022, with certificates of registration serving as acceptable replacements for any legal requirements previously satisfied by certificates of good standing.

Amends sections 8-5, 412:2-105.2, 414-12, 414D-4, 425D-4, 443B-3, 443B-4.58, and 514E-10 of Hawaii Revised Statutes to substitute "certificate of registration" for "certificate of good standing" throughout.

Takes effect upon approval.
