Amends Hawaii Revised Statutes to allow the Board of Education to adopt statewide performance standards that are culturally relevant, historically and scientifically accurate, and nondiscriminatory.

Requires standards-based curriculum and educational materials to be nondiscriminatory with regard to race, ethnicity, sex, gender identity or expression, sexual orientation, color, religion, ancestry, or disability.

Mandates school complexes develop standards-based curricula that include content on the historical injustice, cultural subjugation, and discrimination faced by indigenous Hawaiian people and other historically underrepresented populations to the greatest extent possible.

Requires the Department of Education to report to the legislature by twenty days prior to the 2022 and 2023 regular sessions on efforts to improve cultural relevance, accuracy, and inclusivity of performance standards and curricula.

Effective date: July 1, 2050.
