Prohibits the intentional release of balloons inflated with lighter-than-air gases, including organizing or causing such releases.

Creates three exemptions: balloons released for scientific or meteorological purposes by government agencies, hot air balloons that are recovered after launching, and balloons released and kept indoors.

Establishes a civil penalty of up to $500 per offense, with multiple balloons released at one time counted as a single offense.

Takes effect on January 1, 2023.

Cites environmental and wildlife protection concerns, noting that several states including California, Connecticut, Florida, New Jersey, Tennessee, and Virginia have similar prohibitions.
