Changes the University of Hawaii Board of Regents Candidate Advisory Council from five governor-appointed members to one governor-appointed member, reducing the governor's appointing authority from a majority to one of seven voting positions.

Adds four new appointing authorities: the University of Hawaii student caucus, the University of Hawaii All Campus Council of Faculty Senate Chairs, the University of Hawaii alumni association, and the board of trustees of the office of Hawaiian affairs.

Requires candidates presented by the council to reflect the diversity of the student population, counties, and broad representation of higher education stakeholders, and to demonstrate understanding of public university missions serving the people of Hawaii.

Changes term lengths so that governor-appointed, senate president-appointed, speaker-appointed, and OHA-appointed members serve four-year terms, while student, faculty, and alumni-appointed members serve two-year terms.

Effective July 1, 2060, with existing senate president and speaker-appointed members continuing to serve until their terms expire and governor-appointed members' terms immediately terminated and reappointed under new provisions.
