Adds aggravated harassment by stalking (section 711-1106.4) to the list of offenses that can constitute "use of a computer in the commission of a separate crime" under Hawaii Revised Statutes section 708-893.

Grants courts discretion to order forfeiture of property used in computer crimes if the perpetrator was under age 18, even if the minor did not own the property.

Applies to computer-facilitated conduct that identifies, selects, solicits, persuades, coerces, entices, induces, procures, pursues, surveils, contacts, harasses, annoys, or alarms victims of specified crimes.

Aims to incentivize parental monitoring of minors' online activities to prevent cyberbullying, harassment, and stalking conduct.

Takes effect upon approval.
