Amends Chapter 84 of Hawaii Revised Statutes to create an exception allowing legislators and legislative employees to accept "gifts of aloha" from lobbyists or their clients, notwithstanding existing gift restrictions in section 84-11.

Defines "gift of aloha" as anything of value, including meals, with a fair market value of $25 or less.

Defines "lobbyist" as any individual receiving $1,000 or more in compensation for lobbying activities, or engaging in lobbying exceeding five hours per month, ten hours per year, or $1,000 in expenditures during a reporting period.

Exempts nonprofit organization employees from the lobbyist definition if they spend fewer than ten hours per month lobbying solely on grant applications under chapter 42F and do not engage in unrelated lobbying.

Takes effect upon approval.
