HB 111 Summary

• Prohibits electricity generation facilities from using fossil fuels after December 31, 2045, with an exception for emergency generators.

• Prohibits the Public Utilities Commission from approving cost recovery for any generation or storage facilities that use fossil fuels, except as provided under existing statute.

• Requires the Public Utilities Commission to explicitly consider the quantitative or qualitative effects of fossil fuel reliance on price volatility, export of funds for fuel imports, fuel supply reliability risk, and greenhouse gas emissions when evaluating fossil fuel facility costs.

• Allows the Public Utilities Commission to determine that higher short-term costs of renewable energy generation and storage are reasonable when considering the impacts of fossil fuel use.

• Effective July 1, 2050.
