Amends Section 28-16, Hawaii Revised Statutes to redirect residual funds from civil action accounts to the emergency and budget reserve fund if no specific non-general fund applies to the action.

Adds a new provision to Section 328L-3(a) allowing moneys received through civil actions in which the State is a party to be deposited into the emergency and budget reserve fund when no other law or court order specifies deposit elsewhere.

Establishes separate and distinct accounts within the emergency and budget reserve fund for tobacco settlement moneys, civil action recoveries, legislative appropriations, and general fund revenue deposits.

Takes effect upon approval.
