HB 1119 Summary

• Requires 501(c)(4) social welfare organizations that donate to noncandidate committees, engage in electioneering communications, or endorse candidates to register with Hawaii's campaign spending commission and file financial reports.

• Mandates organizational reports including the organization's name, address, formation date, principal officers, treasurer, and donors who contributed more than $100 since the last election.

• Requires preliminary reports 10 days before elections, final reports within 20-30 days after elections, and supplemental reports on January 31 and July 31, disclosing contributions received, contributions made, expenditures, and other financial activity.

• Applies the same late contribution and late expenditure reporting requirements to social welfare organizations as existing noncandidate committees, with reports due by the third day before elections if contributions or expenditures exceed $500 within 14 days prior to an election.

• Takes effect July 1, 2060.
