Allows standard telephone contacts to be used for telehealth services in Hawaii, removing the prior exclusion that limited telehealth to video conferencing and digital communication methods.

Amends definitions of "telehealth" in Hawaii Revised Statutes sections 346-59.1, 431:10A-116.3, 432:1-601.5, and 432D-23.5 to permit telephone-based consultations alongside existing modalities like store-and-forward technologies, remote monitoring, live consultation, and mobile health.

Maintains that facsimile transmissions and e-mail text alone do not constitute telehealth services.

Addresses accessibility for underserved and low-income communities where broadband and cellular data plans needed for video calls are not feasible options.

Takes effect upon approval.
