Adds Hawaii Constitution as a limit on emergency management powers, requiring actions be consistent with state constitutional provisions alongside existing federal law constraints.

Requires legislative or county legislative body approval ("advice and consent") for delegation of emergency powers to non-governmental entities or non-government employees.

Limits emergency proclamations to 120 days maximum without legislative approval; legislature can terminate state of emergency by concurrent resolution and county legislative bodies can terminate local emergencies by resolution at any time.

Requires any suspension of laws during emergencies to specify which law sections are suspended, explain the emergency functions facilitated, and demonstrate the suspension is no broader and no longer than necessary for expeditious emergency execution.

Adds mandatory termination dates to all emergency proclamations and requires rules adopted during emergencies to explicitly state their duration limits.
