Requires the Office of Planning to hire a contractor to identify and assess alternative financing, project delivery, and cost recovery mechanisms for transit-oriented development infrastructure investments.

Contractor must propose specific financing and cost recovery tools to implement at one transit-oriented development pilot project site in each county.

Contractor shall consult with representatives from multiple state agencies, the Hawaii Housing Finance and Development Corporation, Hawaii Community Development Authority, county mayors, and designated members of the legislature.

Office of Planning must submit a report with findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2023 regular legislative session.

Authorizes issuance of general obligation bonds for fiscal years 2021-2022 and 2022-2023 to fund the study, with appropriations not lapsing until June 30, 2024.
