Requires the state building code council to consider the financial impact of building codes and standards on the cost of single-family and multi-family homes, including impacts on amortized utility costs, when deciding whether to adopt new codes or standards.

Mandates the council include a financial impact assessment in its annual written report to the governor for each code and standard adopted to determine whether the codes and standards substantially benefit residents of the state.

Addresses Hawaii's high housing costs, citing 2020 median home prices of $738,000 for single-family homes and $522,000 for condominiums, and construction costs of $290 per square foot on Oahu and $200 per square foot on neighbor islands.

Takes effect on January 1, 2050.
