Changes the age threshold in Hawaii Revised Statutes section 709-906(10) for minors present during abuse of family or household members from under 14 years old to under 18 years old.

Elevates the penalty to a class C felony when physical abuse occurs in the presence of a minor family or household member under 18 years of age (previously only applied to minors under 14).

Applies prospectively only and does not affect rights, duties, penalties, or proceedings that existed before the law's effective date.

Takes effect upon approval by the governor.
