HB 1140 Summary

• Prohibits building permits for new state buildings initiated on or after January 1, 2022, unless parking stalls are electric vehicle charger ready, with an exception for applications initiated before that date.

• Prohibits building permits for new multi-family residential buildings with 10+ parking stalls and commercial buildings with 20+ parking stalls initiated on or after January 1, 2022, unless parking stalls are electric vehicle charger ready.

• Defines "electric vehicle charger ready" as having sufficient wire, conduit, and electrical panel capacity to support a minimum 40-ampere, 208 or 240-volt branch circuit for Level 2 charging.

• Allows buildings to implement an electric vehicle energy management system capable of providing at least 3.4 kilowatts of electricity to each parking stall to reduce upfront electrical capacity investment.

• Effective date is July 1, 2050.
