HB 1147 - General Improvements Act of 2021

• Appropriates funds for capital improvement projects across Hawaii state government for fiscal biennium July 1, 2021 to June 30, 2023

• Allocates billions in funding across major categories including transportation (airports, harbors, highways), education, health, housing, environmental protection, and public safety

• Authorizes issuance of general obligation bonds, revenue bonds, and other financing mechanisms for capital projects

• Grants governor broad discretionary powers to reallocate funds between projects, supplement appropriations, extend lapse dates, and respond to natural disasters
