Authorizes the board of land and natural resources to adopt, amend, and repeal administrative fee schedules without complying with chapter 91 (Hawaii's administrative rule-making process).

Requires at least 30 days' advance notice posted on the department and division websites before board meetings, including the full text of proposed fee schedules and meeting details.

Allows interested persons to submit written or oral testimony and requires the board to fully consider all submissions before making final decisions at public meetings.

Makes all adopted, amended, or repealed fee schedules effective 10 days after board approval, or on a later date if specified by the board.

Effective January 1, 2050.
