Transfers authority to adopt and enforce appliance energy efficiency standards from the Director of Business, Economic Development, and Tourism to the Chief Energy Officer of the Hawaii State Energy Office.

Authorizes the Chief Energy Officer to adopt or amend appliance efficiency standards for products when determined to promote energy/water conservation and be cost-effective for consumers; restricts new standards to no more than one per year.

Adds portable electric spas to the list of products subject to minimum efficiency standards, requiring compliance with the "American National Standard for Portable Electric Spa Energy Efficiency" (ANSI/APSP/ICC 14-2019) beginning January 1, 2023.

Clarifies that showerhead standards apply to all showerheads except safety showerheads, and adds definitions for "Chief Energy Officer" and "Portable Electric Spa."

Takes effect July 1, 2050.
