Authorizes the director of finance to issue $2,965,000 in general obligation bonds for capital improvement projects in fiscal year 2021-2022.

Allocates $1,000,000 to the Department of Land and Natural Resources for construction and equipment to renovate and improve the roof of Iolani Palace on Oahu.

Allocates $1,000,000 to the Department of Accounting and General Services for plans to develop a state archives master plan including expansion of collections processing, storage, administrative, research, exhibition, and community engagement spaces.

Allocates $965,000 to the Department of Accounting and General Services for Bishop Museum facility renovations including fire sprinkler installation ($240,000), nitrate removal and fire safety improvements ($100,000), fire rated egress improvements ($375,000), and water infiltration repairs ($250,000).

Requires that all appropriated funds unencumbered as of June 30, 2024 shall lapse on that date, and sets the act's effective date as July 1, 2065.
