Establishes a subcontractor listing pilot program to be conducted by the Department of Accounting and General Services with the Governor's approval.

Exempts state construction projects with estimated contract values under $3,000,000 from mandatory subcontractor listing requirements in competitive sealed bids.

Department must identify eligible projects for the pilot program that will not require the mandatory listing of subcontractors and their scope of work in bid proposals.

Requires the Department of Accounting and General Services to submit a report to the legislature no later than twenty days prior to the convening of the 2023 regular session evaluating the cost effectiveness and efficiencies realized from the pilot program.

Takes effect on July 1, 2021.
