Amends Hawaii Revised Statutes Section 201H-38 to require housing projects in counties with populations between 100,000 and 1,000,000 to include a restrictive covenant ensuring designated affordable housing units remain affordable in perpetuity.

Adds definition of "affordable housing" referencing Section 201H-57 and defines "government assistance program" as a housing program administered or operated by the Hawaii Housing Finance and Development Corporation, the United States, or their political subdivisions and agencies.

Updates Section 201H-41(c) to require private developers' housing projects to satisfy the procedures in Section 201H-38(a)(1), (2), (3), and (4) to receive exemptions from zoning and construction standards.

Takes effect upon approval.
