Specifies that violations of sections 132D-3, 132D-10, 132D-13, 132D-14.5, and 132D-16 of the Fireworks Control Law shall be treated as activities causing air pollution under chapter 342B and subject to penalties up to $25,000 per offense.

Classifies fireworks violations as violations of noise control rules under chapter 342F and subject to penalties up to $10,000 per offense.

Authorizes citations to be issued for fireworks violations under the air pollution control law (section 342B-45) and noise pollution law (section 342F-10).

Allows enforcement officers to issue citations and summonses for fireworks violations with seven days to appear, with failure to comply constituting a misdemeanor.

Takes effect January 1, 2050.
