Amends mental health commitment criteria to include individuals who are "gravely disabled" due to mental illness, defined as unable to provide nourishment, shelter, self-protection, or essential medical care without supervision or assistance.

Modifies the definition of "dangerous to self" to replace a lengthy description with reference to being "gravely disabled," and extends the timeframe for "imminently dangerous to self or others" from 45 days to 90 days.

Allows psychiatric facility administrators to transfer homeless individuals admitted for psychiatric care to emergency shelters, homeless facilities, or transitional shelters on a voluntary or involuntary basis if shelter and services are available and the individual is eligible.

Restricts transfers to individuals not admitted by court order under chapters 571, 704, 706, or transferred under section 334-74, and who are not dangerous to others or property.

Adds "adequate shelter" to the definition of essential requirements in the guardianship law's definition of "incapacitated person" (section 560:5-102).
