• Establishes new Section 291E in Hawaii law requiring persons with revoked licenses or convicted under DUI statutes to install ignition interlock devices and prove compliance before obtaining a driver's license.

• First offense or offense not preceded by violation within 10 years requires 60 consecutive days without violations; offense within 10 years of prior conviction requires 90 consecutive days; habitual offense requires 6 months without violations.

• Defines violations including providing blood alcohol concentration of .04 or higher on startup or rolling retest, failing to provide rolling retest, failing to provide clear photo, and violations of Section 291E-66.

• Adds ignition interlock compliance as a licensing requirement under Section 286-104, making non-compliance grounds for license denial.

• Effective January 1, 2022.
