Amends Hawaii Revised Statutes Section 652-1 to include a cost of living exemption when calculating disposable earnings for wage garnishment purposes.

Establishes the cost of living exemption as equal to the most recent self-sufficiency standard for Hawaii for a one-person household as determined by the Department of Business, Economic Development, and Tourism.

Allows debtors to request proactive increases to the cost of living exemption by demonstrating dependents or other factors affecting high cost of living, including expenses necessary to maintain employability or professional credentials.

Requires the cost of living exemption to be adjusted according to the most recent Honolulu region consumer price index if the self-sufficiency standard has not been updated for at least five years.

Takes effect upon approval and does not affect rights, duties, or proceedings that began before the effective date.
