Repeals Chapter 163D of Hawaii Revised Statutes, dissolving the Agribusiness Development Corporation established in 1994.

Transfers all lands held by the corporation and all staff (except the executive director) to the Department of Agriculture, with employees retaining civil service status and benefits.

Removes references to the Agribusiness Development Corporation from multiple state statutes including those governing land use, ethics disclosure, agricultural product promotion, and land conservation programs.

Cites audit findings (Report No. 21-01) showing the corporation failed to achieve its goals, lacked proper recordkeeping, provided minimal board oversight, and was incapable of fulfilling basic statutory responsibilities.

Takes effect on July 1, 2021.
