Establishes a pilot project within the Division of Aquatic Resources to restock northern largemouth bass and butterfly peacock bass in the Wahiawa public fishing area on Oahu by January 1, 2022.

Directs the division to apply to the Department of Agriculture for permits to import northern largemouth bass and to partner with public entities or private organizations to accomplish the restocking.

Identifies bass fishing as an economically significant recreational activity, noting it supports over 828,000 jobs nationally and generates more than $48 billion in retail sales annually.

Recognizes that northern largemouth bass and butterfly peacock bass have existed in Hawaii's reservoirs since 1896 and 1957 respectively, and aims to enhance populations through genetic diversity.

Takes effect on January 1, 2050.
