Authorizes the board of land and natural resources to adopt, amend, or repeal administrative fee schedules for state parks through formal board action at publicly noticed meetings, exempt from administrative rulemaking requirements under chapter 91.

Requires the division of state parks to post notice of proposed fee schedule amendments on department websites at least 45 days before the board meeting where changes will be considered, including the full text in Ramseyer format and meeting details.

Requires the board to afford all interested persons an opportunity to submit written or oral testimony and to fully consider all submissions before making its decision at the board meeting.

Sets fee schedule effective dates at ten days after board adoption, unless the board specifies a later date, with a maximum effective date limit of 30 days after adoption.

Permits administrative fee schedules to include fee ranges with minimum and maximum amounts, covering camping, lodging, parking, group use, and special use activities at state parks.
