Transfers operational authority of the makai research pier located at the southeast corner of Oahu near Makapuu point from the University of Hawaii to the Natural Energy Laboratory of Hawaii Authority.

Civil service employees transferred under this Act retain their civil service status and previous benefits including salary, seniority, vacation and sick leave credits without loss.

Exempt employees transferred under this Act may retain exempt status but shall not be appointed to civil service positions; all prior benefits and service credits are preserved.

Director of Finance is authorized to issue general obligation bonds for the Natural Energy Laboratory of Hawaii Authority to repair and upgrade the makai research pier during the 2021-2023 fiscal biennium (specific bond amount not specified in bill text).

All appropriations, records, equipment, contracts, and other property held by University of Hawaii relating to the makai research pier are transferred to the Natural Energy Laboratory of Hawaii Authority; unencumbered funds lapse on June 30, 2024.
