Authorizes the Department of Health to operate Leahi hospital and Maluhia for long-term care and substance abuse treatment, consult with the University of Hawaii, and negotiate rent payments for the Leahi hospital property

Establishes a working group to oversee the transition process and develop a transfer framework, with membership from state agencies, the Oahu regional system board, and labor unions, required to report to the legislature by 2022

Appropriates funds from the mental health and substance abuse special fund for operations at Leahi hospital and Maluhia and authorizes general obligation bonds for facility improvements
