Establishes an all-claims, all-payer data center steering committee within the Department of Human Services to oversee the all-claims, all-payer database and data center under the health analytics program.

Committee membership includes seven members: the Director of Health, Insurance Commissioner, Director of Finance, Chief Information Officer, Med-QUEST Division Administrator, University of Hawaii President, and Chairperson of the Employer-Union Health Benefits Trust Fund Board of Trustees (or their designees).

Adds a new section to Chapter 346, Hawaii Revised Statutes, Part XX to codify the establishment and composition of the steering committee.

Effective date is July 1, 2021.
