Exempts travelers from post-arrival mandatory self-quarantine if they have a negative COVID-19 test result from a state-approved test administered within 72 hours before departing for Hawaii.

Requires travelers without a pre-arrival negative test result to undergo rapid COVID-19 testing upon arrival and obtain a negative test within 72 hours from their final departure point to avoid quarantine.

Exempts children under age five from testing requirements if accompanied by a person who meets the testing exemption criteria.

Authorizes the Governor to establish additional statewide conditions for automatic exemption from pre-travel testing and quarantine requirements based on Department of Health recommendations.

Requires travelers who do not obtain a negative test result before arrival to pay all costs associated with mandatory self-quarantine, including transport, lodging, food, and medical care.

Repeals on December 31, 2021, or upon termination of the State's COVID-19 emergency order and mandatory quarantine requirement for travelers, whichever occurs first.
