Amends Hawaii Revised Statutes Section 304A-504 to add a new eligibility criterion for the state scholars program at the University of Hawaii.

Allows students who earned a high school diploma from a public high school in Hawaii with a cumulative grade point average of 3.0 to qualify for scholarships if they received special education services for two or more years during grades seven through twelve.

Maintains existing scholarship eligibility requirements including state residency, enrollment within 18 months of high school graduation, and maintenance of a 3.0 cumulative grade point average during university attendance.

Scholarships continue to cover educational costs including tuition, fees, books, housing, and other educational expenses as determined by the University of Hawaii.

Takes effect upon approval.
