Provides service credit toward retirement for military personnel ordered to active duty in Hawaii, if they are also current state or county employees.

Includes Hawaii National Guard members ordered into active service by the governor within the definition of "employee" for purposes of the state deferred compensation retirement plan during their period of active duty.

Requires the Department of Human Resources Development to study retirement benefits for National Guard members activated under state active duty orders and retired members, reviewing policies from other states and recommending a program with retroactive benefits from 2018 emergency proclamations.

Directs the department to submit findings and recommendations, including proposed legislation, to the legislature no later than twenty days before the 2022 regular session.

Appropriates funds from general revenues for fiscal year 2021-2022 to conduct the study and prepare the report.
